The Non-Invert Cell is one of numerous blocks added by the RedPower 2 mod that allows for simplification of Redstone wiring. If the bottom wire is powered, then the top wire will also be powered, but the top wire will not affect the bottom wire in the same way. This allows the Non-Invert Cell to act as a repeater for the top or bottom wire, but if current is flowing through the bottom wire, then the top wire will be affected by the current. This makes Non-Invert Cells tricky to use but potentially profitable.
