The EU-Splitter Cable is a special cable which prevents EU from flowing through it when a redstone current is applied. The Splitter Cable doesn't respond to some mod added redstone signals (e.g. RedPower's Red Alloy Wire is not compatible and will not activate the splitter, however, Wireless Receiver "will" work), so most reliable option is to use a redstone signal that comes from vanilla Redstone Dust or a Redstone Repeater . Before 1.6, a Splitter Cable will accept only direct redstone current and can handle EU Packets up to 512 with 0.5 EU loss per block, the same as an uninsulated HV Cable. In post 1.6 versions, it can handle up to 8192 EU/t. With a latch\datacell redstone gate and EU-Detector Cable, a Splitter Cable can be used to automatically switch storage blocks on overflow or depletion. Note that unlike an EU-Detector Cable, a Splitter cable can interact with redstone when it is covered with Construction Foam, but only before it has dried.
