The Insulation Cutter is a tool from IndustrialCraft² that can apply and remove insulation from Cables placed in the world. Left-clicking it onto a cable will remove one layer of insulation and return one Rubber, while right-clicking will add a layer, provided the player has IC² Rubber in their inventory. Each use inflicts one damage point to the Cutter.

It is not possible to add more insulation layers with the Cutter than by crafting, however it is the only way to remove a cable's insulation after it has been added.

As of Minecraft 1.6 the Cutter can also be used to craft certain types of cables from the respective metal plates. This is also the only way to obtain cables in newer versions without requiring the more efficient Metal Former.
