The gregtech teleporter is an upgraded version of the IC2 teleporter which is able to teleport players to destinations they have not yet reached, by putting the co-ordinates in its GUI. It is activated when it has enough energy, it has a redstone signal and there is something to teleport in front of the blue stripey face within a 3*3*3 block cube. Unlike the IC2 teleporter, it has its own huge internal storage for energy, so it is not necessary to put energy-storage blocks next to it, and only one is needed to go one way, although another would be needed to teleport you back.
