Clay Dust can be acquired by Macerating a Clay Block in a Macerator or with a Flint Mortar.  Note that you have to process clay blocks, not clay balls; just turn 4 clay balls into a block, then process the clay block.

Clay dust is mainly used to acquire Lithium Cells and Sodium Cells in an Industrial Electrolyzer.  It is also an important ingredient in making Construction Foam.
